The POLOs are established in countries where there are large concentration of Filipino migrant workers. POLO serves as the Department of Labor and Employment (DOLE) overseas operating arm in the implementation of Philippines labor policies and programs for the protection and promotion of the welfare and interests of Filipinos working abroad. Attached to it is the Overseas Workers Welfare Administration (OWWA) which provides welfare services and benefits to its members. The Philippine Overseas Labor Office (POLO) based in Macau, Special administrative Region (SAR) became full-pledged when the Philippine Consulate General’s Office was established on 1 September 2008 and the installation of a full-time Labor Attache II.

 

MANDATE:

  • Assists Filipino migrant workers on  problems arising out of employee-employer relationship.
  • Ensures that labor and social welfare laws of host country are fairly applied to Filipinos.
  • Verifies employment contracts and other employment-related documents.
  • Explores and establishes new market niches through the conduct of marketing missions.
  • Promotes the welfare of Filipino migrant workers through the provision of welfare services such as, but not limited to, repatriation assistance, procurement of medical and hospitalization services, temporary shelter services and legal assistance.
  • Provides advisory services and program information to promote social integration and empowerment of OFWs through media advocacy, post-arrival orientation, community networking and interaction.
  • Provides training and re-training to enhance the employability and marketability of Filipinos, and ensures their eventual and smooth integration into the Philippine economy.
  • Formulates and implements gender-sensitive programs and services, especially in posts with heavy concentration of Filipino women working in vulnerable occupations.
  • Monitors and reports to DOLE Head Office situations and policy developments in the host country that may affect migrant workers in particular and the Philippine labor policies, in general.

 

The POLO also supervises and manages the Filipino Workers Resource Center (FWRC) in countries where it exists.  The FWRC serves as temporary shelter for distressed Overseas Filipino Workers (OFWs).  FWRC is established in countries where the volume of   OFWs is big.   Macau-POLO has no FWRC.
